Housing Committee Hearing Update

On Monday, April 11, 2025, City Council’s Committee on Housing, Neighborhood Development and the Homeless held a hearing on two bills as part of the Move-In Affordability Plan.

Following introduction of the bills in January, the sponsor has engaged in thoughtful dialogue with stakeholders representing rental housing providers who submitted common sense legislative amendments that would protect housing providers and also reduce costs for renters. Unfortunately, these important changes were not reflected in the bills presented to the committee.

The hearing had four panels that testified largely in support of the bills. GPAR’s President Annette C. Collier, PAA, HAPCO, and BIA offered public comment, as well as many other individuals. Prior to the hearing, the position paper below was sent to all committee members and their staff.

Ultimately, these bills were held— meaning there was no vote taken by the committee. We are continuously working to get the language amended, and the Government Affairs Committee will vote to take a position on any future iterations of each bill.

FY26 Budget Townhalls

As mentioned in the last Advocacy in Action, City of Philadelphia budget hearings and town halls are scheduled throughout the spring. Two town halls will be specifically dedicated to the Mayor’s H.O.M.E. Initiative to build, restore, and preserve 30,000 units of housing.
